Personally, the biggest surprise in the Final Rule that I’ve noticed is the rather sneaky (I’m being kind) sleight-of-hand that CMS has perpetrated on providers by making hospitals use extrapolation on themselves, instead of having to defend against its use by out-of-control Medicare contractors. That is, CMS just found a way to hire 5,000 statisticians without spending a dime.
Nobody saw THAT one coming, eh?
